A new Parks and Recreation System Development Charge (SDC) Methodology is being proposed for adoption by Albany City Council. The new methodology is needed to reflect changes in the existing master plan system, projected needs for the future master plan, and encourage middle housing options. 

Oregon SDC law requires a 90-day notification period prior to the first public hearing for adoption of a methodology modification, and the proposed methodology must be made available 60 days prior to the public hearing. 

It is the City of Albany’s intent to hold a public hearing to consider the new parks and recreation methodology. The public hearing on the new methodology will be held on May 25, 2022. 

Persons wanting to provide testimony during the public hearing may:

  1. Email written comments to the staff contact listed below, including your name and subject of the public hearing, before noon on the day of the meeting.
  2. To testify virtually during the public hearing, register by emailing the staff contact listed below, before noon on the day of the meeting, with your name; phone number; and if you are speaking for, against, or neutral on the project/subject. The mayor will call upon those who have registered to speak.

Written testimony received 10 days prior to the hearing will be included in the Council packet.
